Kashmir Conference
Held at New Delhi & Deoband, UP in the Year 2010

Jamiat Ulama-i-Hind at a grand “Kashmir Conference” here at sprawling Ram Lila Ground New Delhi has asserted to accept the long pending legitimate demands of people of Kashmir and democratic civilian rights and institutions should be allowed to function freely. It also asked the government to sustain result oriented dialogue process with all concerned parties to the issue and withdrawal of the Armed Forces Special Powers Act and Public Safety Act. It should be noted that on the same topic the JUH held conference at famous Deoband that was significantly appreciated by most important sections of the country.

After formal hoist flagging and other religious obligations including evening Namaz at huge Ram Lila ground, Jamiat leader and Rajya Sabha member Maulana Mahmood Madani inaugurated the session before lacs of participants attending all across the country. The resolution reads:

This conference of Jamiat Ulama-i-Hind expresses its deep concern over the current violent and volatile situation in Kashmir. It is a matter of anguish that during the current wave of violence, innocent civilians including children have been killed in the unrestrained firing by the police and CRPF claiming large number of human lives causing wide spread disturbance in the valley. To add fuel to the fire, long imprisonment of innocent people without recourse to due legal process, continued spiral of fake encounters and misuse of Armed Forces Special Power Act and Public Safety Act reinforces the deep rooted angst of people. The situation is getting from bad to worse instead of calming down. The state and Central Governments have failed to maintain peace.

At this juncture, this Conference is of the belief that the use of power to repress the anguish of citizen would not help. It will instead complicate the problem further and shall fuel separatist mindset. Peace and Justice have cause and effect relationship with each other. The Government must ensure prompt justice to the victims. Similarly the protesters and their leaders must realize that democratic rights and institutions cannot be restored in disturbed environ. Peaceful environ is prerequisite for proper functioning of democratic institutions. However the social, political and geographical unity of the country can not be compromised at any cost.

Therefore this Conference of Jamiat Ulama-i-Hind demands from the government:

  1. The long pending legitimate demands of Kashmiri people must be accepted within framework of the constitution of India and democratic civilian rights and institutions should be allowed to function freely.

  2. Promises of Special economic package must be fulfilled.

  3. Armed forces must be withdrawn and barricades lifted from civilian areas.

  4. Armed Forces Special Power Act and Public Safety Act be lifted.

  5. Establish an independent, impartial and transparent commission of enquiry into serious violations of human rights, for tracing and returning of thousands of lost and missing youths and ensure fair compensation to victims.

  6. Protesters and agitators nabbed without viable reason be freed forthwith.

  7. Lethal methods of crowd control must be avoided and humane and modern techniques and equipments should be adopted.

  8. This Conference of Jamiat Ulama-i-Hind appeals to the protesters and agitators to apply peaceful and democratic methods for their constitutional rights, abjure violence and actively demonstrate Islamic, moral and human values.

  9. We would like to assure the people of Kashmir of that we as citizen of India share their grief and anguish and support their rightful demands and we do not consider the interests of the Kashmiri people are separate from the interests of Indian Muslims.

  10. We appeal to all like-minded organizations, associations and people of the country irrespective of religion and caste to begin effective campaign for establishing peace in Kashmir, securing justice for victims and thwarting the mission of enemy forces bent upon disintegration of Kashmir.

  11. This conference of Jamiat Ulama-i-Hind announces its firm intent that it would continue to spearhead its campaign in collaboration with other countrymen for establishment of peace in Kashmir. 


Maulana mahmod madani said this conference of Jamiat Ulama-i- Hind will open any power can deny legitimate of Kashmiri. He further said that in any part of the world can not remain silent spectator against the oppression of the army. We will continue our struggle against such forces in the country. We never allow further division of the country and community.

Eminent figures that addressed the conference included Mufti Mokaram, Maulana Abdul Wahab Khilj, Maulana Abdullah Mughisi, Mufti Mohammad Salman Mansurpuri, Maulana Zainul Aabaidin, Maulan Hayatullah Qasmi, Maulana Matinul Haq Osama, Maulana Salman Bijnori, Maulana Sidiqqulallah Chaudri, Mufti Ifthikhar Ahmad Qasmi, Maulana Abdul Qudus Nadvi and Maulana Abdur Rahim sitastavi.
